The problem with most creams and lotions is that they don't deliver as much of the active ingredient as we would like.
In the past, creams and lotions were the norm. A cream of water in oil held together by beeswax or some other emulsifier would be used to deliver the active ingredients, usually what can be dissolved in the water or the oil. Sometimes, the oil itself or the water component could be the active ingredient. I used to make creams or lotions like that. Infusing herbs in the oil or water before making a cream. Usually, in store bought cosmetics, mineral oil is used as it doesn't turn rancid. Unfortunately, mineral oil doesn't contain beneficial properties on its own other than keeping the water in.
